W. Noble Esq; whose signature is affixed to the certificate on the
paper hereto annexed, was at the date thereof one of the Notaries
Public within and for said County, duly commissioned, and
acting under the authority of this State; and that full faith and
credit is and ought to be given to his acts and attestation done
in that capacity; and that I am acquainted with the hand writing
