 Gainesville Fla August 7th & 8th 1877
The Board met pursuant to adjournment.
Present James Chesnut Prest, W.W. Scott, Henry McIntyre
A.E. Acee, J.D. Matheson
Minuets of the two previous meetings read and approved
462 Ordered that the following Resolution be adopted
     by the Board. (viz)
    Resolved that the Justices of the Peace are requi-
    red to certify that upon the trial of each criminal
    case for which Bills for Costs is Submitted to
    this Board that the Justice give in especial
    charge to the Jury trying the Case, that Section of
    Law authorizing the Jury to determine the
    liability of the Complaining party for costs
    by having instituted proceedings without prob-
    able cause. Bills for Costs not accompanied with
    Such certificate and the finding of the Jury if
    any there be, will not be considered.

    Resolved: that this Board will not consider
    Bills for Costs to Justices of the peace or Con-
    stables in cases of assault, assault and
    Battery, libel, and trespass.  ~~ Provided that in
    aggravated cases of assault and Battery
    where the injured party is utterly unable to
    guarantee the expense of the prosecution
    Bills for Same, accompanied by a Statement
    of the circumstances of Such cases will be
    considered.

    Rules and Regulations for the government
    of Convicts at labor upon public works, roads
    Streets &C of Alachua County
                    Guard
Rule 1 There shall be a guard appointed by the Board of County
       Commissioners who shall have authority to employ
       assistants and Shall be allowed and paid a Salary
       agreed upon by the Board
Rule 2 The Guard Shall have charge of the convicts from the
       Moment of their being delivered to him or his
       assistants; until he returns them to the jailor
Rule 3 The Guard Shall be responsible for the Safekeeping
       and return of all convicts, and in case of an
