missioners of each County in this State may, at their
discretion, require all persons who engage in the bus-
iness of buying cotton in the Seed to obtain from them a
permit or license therefor, which permit or license shall
be signed by the clerk and countersigned by the Pres-
ident of the Board, and Shall run one year from
its date, and Shall contain a condition that the person
obtaining the Same Shall not buy any cotton in the
Seed at any hour before Sunrise, and after Sun
Set, of any day.
Sec 2  The Board of County Commissioners when
       requiring the permit or license aforesaid, Shall
       at their meeting in July of each year, or as
       Soon thereafter as practicable, have a copy of
       this act Spread upon their Record Book, with
       a statement as to the time they will be prepar-
       ed to receive applications for such permits or
       license, and Shall also cause a copy of the
       Same, with the Said Statement, Signed by the
       President, to be published by posting at five
       or more public places in Said County, inclu-
       ding the Court House, At least twenty days
       before Said permit or license may be requi-
       red; Provided, That in issuing Said permit or
       license the Said Board may charge for fees
       therefor a Sum not exceeding one dollar
Sec 3. If any person or persons, after the date fixed
       as aforesaid, for issuing permits or license in
       their County, Shall engage in the business
       of buying Seed Cotton without first having
       obtained Such license or permit, Shall buy any
       Cotton in the Seed at any hour before Sun-
       rise and after Sunset of any day, Shall be
       guilty of a misdemeanor and on conviction
       thereof Shall be fined in a Sum not less than
       one hundred nor more than five hundred
       dollars, or by imprisonment not less
       than one month nor more than five months,
       at the discretion of the Court.
